RE: Excessive Importation of Rice--It was shown on TV- Patrol that there were hundreds of sacks of rice with the importation date of 2008. Obviously, some people in the DFA were not doing their jobs.. There are just so many Filipinos in the Metro Manila area alone who could have gotten these rice before it became infested by bugs.. Manuel C. Diaz: When I first took my Residence Certificate in the Quiapo Underpass, it cost me fifty centavos (or was it one peso). No income declaration, actual or estimated was required; only my fifty centavos or one peso. I have to get it or I won't be able to fill up an application for employment, opening a bank account, have my document notarized and many more. As I said it was more or less used by the people as identification card/paper. In fact, until now it is use side-by-side with photo driver licenses and SSS card, too(?) as I.D. Take the driver license, it morphed in to a photo-driver license from a plain paper. The Residence Certificate, under the current circumstances when photo I.D. are available, it (R.C.) may not need a photo on it, as I posted earlier, it may just be playing second peddle now, but again, it still serve the purpose.

Dragonslayer, you suggested Victory-garden-type projects. I've been suggesting this good idea ever since. I've been a backyard gardener (organic) for over 25 years. As retirees we sold our house (kids gone) & now condo-dwellers. My garden now provides for 16 family owners in our condo-complex. I didn't spent much ($75) & now we're harvesting the fruits of my labor. Everybody's enjoying organic & pesticide-free vegetables. Our people in the Phils can do the same. The gov't has to provide free seeds & simple tools, barrio gardening seminars or clinic from graduates of U.P. Los Banos. Phil soil is very fertile & we have all the sunshine needed. From barrio to slum dwellers can grow these vegetables even in buckets or cans. It's a simple idea that's worth exploring.

The dismal record of our ombudsmen/women should be revamped. In so many years only 9 convictions? It appears that the Phils has the highest acquittal rate in Asia. Most of those charged easily walk away. If you're counting the days & still remember, a bunch of journalists & civilians were massacred in the south. Up to now this case is still pending & suspended in time. Why? This must be the longest delay ever in our court system. Now that we're about to subpoena & summon corrupt gov't officials (the biglang yaman kind) something drastic must be done.
