Why do we, Pilipinos, make a big deal about Miss Pilipinas' deficiency in the English language? It is not her native tongue. She can make mistakes trying to speak it. Americans or Chinese don't speak Tagalog but we admire them when they try. And why do we equate deficiency in English with stupidity. If this were true, then most of our senators and congressmen are stupid. Listen to Jingoy or Lapid. They memorize their sentences and if you ask them to elaborate, they get lost. I was watching Pacman fight the other night. I was so proud he won again. But I wished he availed himself the services of his interpreter. He didn't knock out Marquez, but he did knock out the English language. I don't think anybody understood what he said. He does not want to be portrayed as stupid in front of millions of Filipinos who believe the ability to speak English is a measure of intelligence. Pilipinos have the propensity to speak English thinking that they can communicate rightly as native English speakers, notwithstanding accents and syntax. the result is devastating if not embarrassing to non-Pilipino listeners who strain themselves to understanding what is being said by Taglish speakers. Philippines is not a rich country. Therefore, we need to master other Languages, i.e., English, on which we were being taught in school in the olden days. Let Filipinos not try to hide behind the veil of inadequacy in English as an excuse. Yet you keep on overlooking the magic word or words that should make it binding to signatories of the agreement: "territorial seas". "TERRITORIAL" this is the meat of all. As I said "a claim does not make a territory". Or take the distance of Cuba to the mainland U.S. Cuba is only 90 miles away. Will the 200 miles EEZ applies here? As I've underscored, international law lacks enforcement. It is an IDEALIST doctrine. Realist doctrine is not obsolete. International law is not easy to enforce against awakened yellow or red dragon. Off topic have you ever observed that when the Islas de Ladrones Government started fragmenting the rice land to small lots to tenants under the land reform under Marcos then the Landreform under the CARP we started importing rice and sugar?. I have just seen, tonight 3/22/08 the replay of Marquez-Pacquio fight. How the other two judges saw it, the best Pacquio could have gotten was a draw. As I saw it, it was the Mexican's until after the 11th (just like Merchant's). That's why the judge who awarded the fight to Marquez scored it with wide margin for the Mexican 115-112. Under US law, banks regularly furnish the IRS with data on bank accounts of the taxpaying public. This is a big deterrent to grafters because they can’t hide their loot.
