I suggest several things: eliminate the dynasty system (but how can we do that, if the people who is supposed to do that are the ones in power?), government workers should have an accountability system for which they are evaluated upon (teachers, civil service workers etc...) and elected officials should have a transparent view of their achievements and wealth. There are also varied degrees of interests and agendas, including enmity among themselves. They display tribal tendencies and ethnic rivalries, Ilocanos vs. Visayans vs Warays vs Ilongos, and so forth. The only thing common to them is being opinionated and dogmatic. One person or group of people feel superior to other groups with imagined power and abilities.
