Can the Philippines Stand up to China?

The current standoff on Scarborough Shoal between the Philippines and China only serves to highlight BRP Gregorio del Pilar, Philippine Navy's flagship involved in the current standoff on Scarborough Shoal against Chinese fishing and research vesselsthis country’s marked inadequacy in patrolling and defending its borders. The fact that Scarborough (Panatag to Filipinos) Shoal is on the country’s continental shelf just 124 nautical miles from Zambales—well within its 200-mile exclusive economic zone—has not stopped the Chinese from claiming it as their own. As far as they are concerned Scarborough Shoal, most of the Spratlys to the south, the Parcel Islands to the west, and a large swath of the South China Sea all belong to China.

Although there are other claimants to these largely uninhabited islands aside from China, the close proximity of Scarborough Shoal and some of the Spratly islands to the Philippines would normally make the Philippine claim the strongest. Unfortunately, the Armed Forces of the Philippines (AFP) are one of the most poorly equipped in the entire region. The newly acquired Frigate BRP Gregorio del Pilar and the soon to be delivered US Coast Guard Cutter Dallas are no match to the modern flotilla of naval vessels the Chinese Navy can deploy. Without jet fighters to control the skies, or submarines to guard the ships, these two frigates will be little more than sitting ducks in any battle.

The situation the Philippines now finds itself in should be a wakeup call to each and every Filipino. The Philippines used to be a leader—if not the leader—in Southeast Asia half a century ago. The fact that today it has neither an army, a navy, nor an air force that can adequately defend it from outside aggressors speaks volumes as to how far the country has fallen since then. Complacency, selfishness, and mediocrity, traits that have held us down, must end. For starters, we must make sure that only the “best and the brightest” are elected or appointed to public office—movie actors, TV entertainers, beauty queens, even boxing champions won’t cut it any longer. Two Chinese research vessels that blocked the path of BRP Gregorio del Pilar to the Scar- borough Shoal and the Chinese fishing boatsAnd public officials who use their office to enrich themselves should be quickly thrown in jail. Public service should be treated as a vocation where only the truly dedicated are given the chance to serve.  

Today, our boys in uniform are forced to do battle using 40-year-old frigates (our navy’s newest), prop-driven aircraft, and a diminutive arsenal of aging military equipment. This is so because for decades Armed Forces of the Philippines (AFP) brass were more interested in looking after their own pockets than looking after their own men; because a long line of commanders-in-chief (from Marcos to Arroyo) were busy salting away gold bullions or arranging their “cuts” off billion peso deals instead of properly equipping our military; because first the HUKs, then the NPA, the MILF, the MNLF and numerous other rebel groups would fire on our soldiers, deplete their ranks, and raid their arsenals; and finally because the Filipino people never felt incensed by any of this.

If the Philippines is to stand up to the Chinese or the other claimants of the islands in the West Philippine Sea (South China Sea) Filipinos must make up for those years of neglect and properly fund their armed forces. Diplomacy alone without a credible retaliatory threat will likely be dismissed by the Chinese as well as the other claimants to those islands. Can we really stand up to China? The answer is NO. It's a case of David versus Goliath. China is a world power with a mighty military to back it. It will be better or practical if our govt diplomatically arrange a deal or a compromise to resolve this sensitive issue. As compared to other Asian countries our military is poorly equipped led by corrupt officials..be it on land, air, or sea. Any naive claim that we are capable of defending or offsetting a confrontation is pure myth. China is a giant in the world as compared to the Phils, a struggling country in Asia. Pleased advise the President that our government must buy new fighter jets as our first line of defense for external or internal aggression for the security of our Country or if we can't buy now at least we must have rockets, interceptors, and other equipment such as high-tech radar that can detect intruders in our country, we must stand strong in our claimed territory such as Scarborough shoal we must construct a small pier for our Navy ships. In the news; “Philippine Navy warship retreat from Scarborough shoal as demanded by China” PNoy retreating from Scarborough shoal is a shame. If PNoy can’t kick out the Chinese from the shoal, I think he should resign as President. Whatever PNoy’s excuse is not acceptable? It’s like someone invades your home and tells you to get lost. Most likely you would say “over my dead body”. International agreement of 200 mile Exclusive Economic Zone set by UN and China was one of the signatories, but now they are reneging. With China defying this agreement, Philippines should go to the UN for resolution. If UN doesn’t move, methinks the best course is fire a few salvos at the Chinese vessel and tell UN, you have the rules now impose it!

There are more than one billion Chinese. The Philippine Government should file a case against China for the current Scarborough Shoals incident for violation of its right under the United Nations Convention on Laws of The Sea (UNCLOS) aka Treaty on Law of the Sea to which China is a signatory since it does not honor and respect its commitment to the 200 nautical miles doctrine on EXCLUSIVE ECONOMIC ZONE of the member states. Scarborough shoals is within the 200 nautical miles EEZ of the Philippines. Chinese fishing boats plundered these shoals with marine products and the Chinese Navy intimidated the PH Coastguards when these poachers were threatened with arrest. These sanamagan, sanamabits will keep on violating Pinas’ sovereignty if Pinas is meek and allows these kawalanghiyaan ng mga insects.

I don't want to belabor the point but I have been saying all the time that we were a highly respected country in Asia in the 50's. Economically the country was doing well and the dollar exchange was P2 to $1 a far cry from today's value. What caused the downfall ? Massive graft and corruption in all levels of nation's activity and politics became a way of life. Other countries that experienced worse situations than the Philippines recovered because of discipline and determination to succeed. We can do the same but we need to go after the grafters and corruptors of the nation's wealth and bring back hope and pride in our people.

When a captain of a ship has to asked for a time-out because his ship needs refueling it only tells the insects one thing: these Filipinos should produce a sitcom for insect audience back home. At Poro Point, the merchant will probably not sell them provisions without showing the mola first. I mean, come on, it's a joke to confront even just the "fishing boats" with few days provisions. Pati ba naman pera ng rusty bucket eh, pag-iintirisan pa? BTW, and this is not a joke, only one nuke armed ship of the insect sink not only the Philippine navy but the whole country. Scarborough shoal is not even part of the disputed Spratly Island. It is only 124 miles offshore of Zambales. So, definitely the Chinese invaded the Philippines. Itoy kwentong barbero. According to my Indian friend, one time in the past during the time of Ghandi, high profiled personnel from China visited India and was highly welcomed. But after that visitor left, immediately India was attacked by China and big portion of their territory was grabbed. The recent standoff between China and the Philippines, wherein the Chinese vessels were able to leave with Philippine treasures without the Navy or Coastguard vessels being able to arrest them, only shows that the Philippines cannot really defend itself. Shame on those who rally against the presence of the American army. This was the biggest deployment of a total of 2 ships of the mighty Phil Navy against the Chinese Navy Fleet. Our navy is fully armed & ready to fight a naval battle with nothing but raw nerve, courage, & an ill-fitted determination to win. Spratley is 110 miles away from Subic and 450 miles from Beijing. What further right do the Chinese have to claim Phil as their province like Taiwan? Mali yata. With the departure of the Chinese vessels, Filipinos should not raise victory flag yet, cuz the Chinese will probably say “I’ll be back”. Diplomacy has its limitation, and the Chinese were smart to claim sovereignty of the shoal to get their fishermen out of harm’s way, meaning not arrested by Philippine authorities. The big question here is if the Chinese come back and stay for good then what will PNoy do. Let’s forget about arming the Philippine military to the teeth; still it’s no match against the Chinese. Since UN set the law, then UN should police the area so that the Chinese will not intrude again. What is happening at Panatag Shoal could be an indication of China’s trial & error plan to test the PH’s resolve in protecting its territory before they’ll make their final attempt to take the PH in their fold. The New York Times Sunday Review Opinion Section said 'In the Phils, haunted by history' as the title..followed by 'America's policies & its defense ties with Manila, have always benefitted the Filipino elite'. These statements are double-edged. After the Phils refused to renew the leases of Subic & Clark Air Force Base there was no other alternative but for them to leave. It seems that this 1986 decision was bitterly remembered by the Americans as a dark spot in our relationship with them. Phil. Star reported that the Phil needs 48 fighter jets, 6 mini-submarines, etc. costing approx $1Billion during Pres Aquino's 6-yr term. This modernization is long overdue & a tad late. It sounds good on paper or boastful speeches but doesn't hold much water. The truth is our gov't gravely neglected the military update & constant upgrade of military hardware. Corrupt AFP officials systematically stole the funding thru corrupt practices of pasalubong & pabaon or whatever perks you can think of.
